dc.description.abstractViolence against women (VAW) remains a persistent issue in Indonesia. The government has made various efforts, ranging from the enforcement of regulations and preventive measures to the strengthening of regional institutions to improve protection services for victims. However, data shows that in some regions, the rate of violence continues to increase. This raises the question: Despite having similar regulatory and institutional frameworks, why are some regions still unable to provide effective services proved by high percentage of cases? This study is based on the argument that the application of good governance principles can strengthen protection services and reduce violence rates. However, field findings reveal a different dynamic. Using a comparative approach and the Most Similar System Design (MSSD), this study compares Central Jakarta, which has the highest prevalence of cases, and East Jakarta, which has the lowest prevalence, even though both are within the same regulations and provincial institutional framework. The results show that Central Jakarta implements the principles of participation, accountability, and transparency more effectively, thereby forming a more inclusive and responsive system for victims. Meanwhile, East Jakarta exhibits weaknesses in these areas, leading to low access to services and a high potential for unreported cases. Thus, this research emphasizes the importance of governance quality in identifying and addressing violence institutionally.
